KUSMA a State-Level Organisation was established in 1984 with the avowed
objective of protecting the autonomous character of voluntary agencies running
schools not funded by the State as unequivocally emphasized by the recent
landmark judgement of the Constitutional Bench of the Supreme Court and
guiding them to make available education of optimum quality at affordable
cost to the children of middle and lower middle class parents and protectig
the managements from the onslaughts of the bureaucracy at the lower rung
of the hierarchy.
It represents the interests and asprations over 4000 unaided schools providing
educational facilities to over 25 lakh children. Their employment potential
can be gauged from the fact that these schools are manned by over one lakh
teachers and non-teaching staff. KUSMA is exerting moral pressure on members
to progressively improve the service conditions of employees which include
Employees Provident Fund, medical leave and retirement benefits. Its priority
has been to assist managements to improve the quality of teaching imparted
in schools, to bring down drop out percentage to zero-level and make schooling
for children an enriching and enjoyable experience and not an unbearable
torture and drudgery. To achive this objective, it has been organizing guidance
courses, workshops and group discussion for teachers to help them to hone
their skills and broaden their outlook. Our members have shown keen interest
in all these activities and have extended their unflinching support.
To enlighten managements about their pious obligations, their rights and
responsibilities and reminding them about their first priority of improving
infrastructural facilities in their schools like suitable school buildings
with well-ventilated and spacious class rooms, properly maintained toilet
facilities, lunch-space, lung-space and also furniture, computer and general
laboratory facilities, library and audio visual equipment and employing
appropriately trained teachers, selecting them purely on the basis of merit
and exposing them to periodical inservice guidence, we have been conducting
biennial Conferences and Seminars and felloship-meetings. Incidental benefits
of such colloquia is the cultivation of cameraderie among members, strenthening
of rapport between them and eschewing of unhealthy competition. We are also
publishing an in-house quarterly news-letter for dissemination of our considered
views and stand on educational issues, State policies as enunciated by Goverment
Orders, diktats and Departmental Notifications, members reactions responses,
news about happenings of significance in schools and resolutions passed
at the Executive Committe meetings.
True, this association has been engaged in a series of legal battles questioning certain executive and Goverment Orders and provisions of certain act which are, in the openion of the Association, unconstitutional or infringe the legitimate rights of managements and act as stumbling blocks.
We are confident that with the co-operation and moral support of the Hon'ble Chief Minister, Hon'ble Education Minister, Principal Secretary, Commissioner of Public Instruction, the Directors and the Department as a whole, we will be able to discharge our onerous duties as facilitators in the field of Primary & Secondary Education and succeed in achieving 'excellence in education' which has been our cherrished motto.
